市民们，同志们，朋友们：
　　新年的钟声已经敲响，满载着希望与期盼的2007年已经来到。在这辞旧迎新的美好时刻，我代表上海市人民政府，向全体市民致以诚挚的祝福！向所有关心、支持上海发展的海内外朋友表示衷心的感谢！
　　刚刚过去的2006年，是不寻常的一年。在党中央、国务院的正确领导下，全市人民坚定不移推进发展，坚定不移反对腐败，齐心抓发展，携手促和谐，保持了经济社会发展的良好势头，保持了团结、和谐、稳定的良好局面，实现了“十一五”时期的良好开局。
　　刚刚到来的2007年，是党和国家政治生活中具有重要意义的一年。我们要更加坚定地走科学发展之路，把加快实现“四个率先”，作为全面落实、自觉实践科学发展观的集中体现，始终贯穿于推进上海“四个中心”建设的全过程，深化改革，扩大开放，努力实现经济社会又好又快发展。
　　我们要扎实推进服务政府、责任政府、法治政府建设，把解决人民群众最关心、最直接、最现实的利益问题放在更加突出的位置，在就业、社会保障、住房保障等方面，进一步加大工作力度，使改革发展的成果惠及千家万户。
　　让我们更加紧密地团结在以胡锦涛同志为总书记的党中央周围，高举邓小平理论和“三个代表”重要思想伟大旗帜，全面落实科学发展观，努力构建社会主义和谐社会，振奋精神，锐意创新，合力攻坚，以更加优异的成绩迎接党的十七大和市第九次党代表大会的胜利召开！
