    华商报2014年3月22日报道西安户县的小宋开了一家小餐馆，3月19日，县盐务局在餐馆搜出几袋从西安买的食盐，认定“跨区域用盐”，没收并罚款200元！小宋问：户县是西安下属的县啊！盐务局答复：从包装袋可判定，确为区域外违规购买，“跨区域用盐”处罚有明确规定。这一事件引起了网友们的热议，褒贬不一。这类事件频有发生，如2014年10月15日，郑州跨区域买盐被罚也引起了一番争议和网上骂战，网友纷纷对此项政策和执法机关的行为表示不赞成。
    基于类似事件，从此各例中看出了中国民众对碘盐乃至民生政策和法规的不了解甚至于不知道的民生问题，从而带来了罚不服众的现象，对政府和国家带来一定的网络负面影响。对于这一问题，需要从国家政府和民众文化两个方面进行解决。
    对于政府而言，首先，需要使每一项政策在利民的同时，要做到具体详细的解释及包含的内容与情况，还可以辅以案例，让大家能在读政策和法律条款时有着正确的定义和理解。其次，政府在政策发布后要加大宣传力度，可以组织社区座谈交流会、新政策报告会等，切实的让每一位百姓能够了解到此项政策。还有，政府要对于违反规范的百姓加以教育，让其能够意识到错误并有改过的思想，这也会利于政策的持续展开。
    对于民众而言，则应在日常生活中积极地了解和关注国家省市的相关政策和规范，增加自我的社会政治素养。在违反了条例后还应主动咨询清楚问题的原因，配合执法部门的工作，并加以改正。
    由此可以看出，国家的和谐和昌盛是需要政府和民众一起努力，共同配合才能达到的。
