　　“小全，这段时间也不过来坐坐？想和你再聊聊税收政策方面的内容……”刚上班，就接到了袁涛的电话。

　　袁涛是竹山县麻家渡镇曾经的绿松石商人，现在的特色农业观光示范园主人。我和他的初识是在今年四月份的税收宣传月期间，是我局“十星优环境，税收促发展”主题访谈的对象之一，我当时采访过他。

　　1997年，袁涛白手起家，做起了当时火爆的绿松石生意，由于脑子活、勤付出、人诚恳，绿松石生意越做越大，逐渐在这个激烈的商场中站稳脚跟，年平均收入达30多万元，成了名副其实的“小老板”，捧起了令人羡慕的“金饭碗”。

　　“没有税务机关的无私帮助，我的绿松石生意不可能做这么大。”采访时，袁涛真切的对我说道。在一本“功劳簿”上，我清楚看到许多国税干部的名字罗列在上面，送政策上门，送服务到家，送税法支持……

　　2010年9月，袁涛放弃自己经营多年的绿松石生意，走上了第二次创业之路。人们纷纷背后议论说：“这么好的‘金饭碗’不要，却硬要捡起‘泥饭碗’，是不是脑袋进水了。”流言蜚语不断袭来。他投资100多万元，一次种了1000亩莲藕，兴建特色农业观光示范园，还联合19位农民成立了“麻家渡镇汇城水生蔬菜专业合作社”，现已发展入社农户235家，发展成片莲藕2000多亩，每年农户增加纯收入达2000元以上，带动了周边乡亲共同发家致富。“国税部门将最新的‘种植农业产品免征增值税和企业所得税’的税收优惠政策送到我的面前。这几年来，通过享受此项税收优惠政策，累计减少资金支出11余万元。”在谈到第二次创业，国税部门给予的热心服务，袁涛亲切的目光投向我。

　　“今年，中央一号文件提出要创造良好的政策和法律环境，采取奖励补助等多种办法，扶持联户经营、专业大户、家庭农场，我要办一个全市闻名的‘家庭农场’，让自己的‘泥饭碗’挣大钱，为发展家乡农业多做贡献！”袁涛在电话中兴奋地告诉我未来发展的蓝图。
