　　交通拥堵问题，事关国计民生的战略性大问题。它关系和制约国家的经济发展和人民生活的质量。本人结合自己的体会即兴谈一点个人的看法和建议。
　　一、总体思路：
　　着眼构建“四通八达，车水马龙”的绿色立体交通大网络的总设想；认真贯彻“疏堵结合，综合治理”的总方针；坚持“发展中的问题，要用发展的办法解决”的总思路；谋求“让文明执法，替代硬性执法”的总要求；建立健全“治堵保交的快速反应机制”。
　　二、具体操作：
　　1.将“计划生育”政策纳入到汽车生产领域，实行“少生优生”政策，将“单双号上路限制”前倾，力争多在生产领域打主动仗，少到交通领域搞马后炮。
　　2.让道路“拓宽”，让车子“瘦身”，建议多生产微型、轻型低耗、低碳、绿色、环保、经济、实惠型汽车；控制重型、越野、高耗、高价位汽车，提倡远距离坐公交，近距离骑单车出行，通过内外挖潜，相对拓宽交通空间。
　　3.提速增效，确保高速公路跑的都是高速汽车，防止汽车群体鱼龙混杂，以劣克优的现象发生。
　　4.加快车辆更新换代步伐，加快车辆报废速度，坚决剔除老旧汽车。公路上的状态应该是车水马龙，而不应该是车水驴牛，从根本上化解拥堵的问题。
　　5.引入高科技手段，加强公路监控、监管之科技含量，通过减少路卡，简化检查环节，来提高交通质量。
　　6.组织科研攻关力量，研究发明创造汽车节油新技术，让汽车喝油少跑的远，降低途中加油次数。
　　7.快速处置肇事车辆，可采取“空中飞人”和“外科手术”的办法，将其快速移除，最大限度压缩事故处理时间。
　　8.加快“空中汽车”研制步伐，成功的话首先在交管部门使用，以提高快速处置突发情况的能力。
