　　经县人民政府同意，从2005年起每年“全国助残日”前后，在全县开展“为残疾人献爱心募捐”活动。为确保活动取得实效，特制定本实施方案。
　　一、目的
　　通过开展“为残疾人献爱心募捐”活动，为全县贫困残疾人募集康复、教育、就业、扶贫专项资金，帮助解决残疾人生产生活中的实际困难，促进建设社会主义和谐社会。
　　二、内容
　　倡导全县各级机关、各企事业单位、群众团体及中央、省、市在宁单位及在职在岗的干部、职工和社会各界在每年“全国助残日”(5月第三个星期日)前后自愿为残疾人捐献资金，具体捐赠数额不限。
　　三、实施要求
　　1.各级、各单位要高度重视助残活动，充分调动广大干部职工和社会各界参与捐赠的积极性，营造人人关心和帮助残疾人的良好社会氛围。
　　2.该项活动所募助残资金，属于非税收入。县残联要使用省财政厅统一印制的“湖南省非税收入一般缴款书”，所收款项缴入县财政非税收入汇缴结算户，纳入财政管理。支出主要用于贫困残疾人康复、教育、就业和帮助解决残疾人生活中的实际困难。由县财政按规定的用途核拨。
　　 3.“为残疾人献爱心募捐”活动由县残联负责，各单位工会具体组织实施。
　　4.捐赠方式：
