　　根据《关于进一步规范扶贫工程项目招投标工作的通知》文件精神，现将县水利局从国家发展改革委员会下发第16号令（2018年6月1日到2020年3月底）抓好贯彻落实此项工作情况报告如下：
　　一、基本情况
　　（一）依法核准扶贫工程项目招投标事项方面
　　从2018年6月1日起，县水利局严格执行《xxx人民政府关于转发《xx省发展改革委关于认真做好国家发展和改革委员会第x号贯彻落实工作的通知》的通知》精神和《必须招标的工程项目规定》。
　　（二）不断优化扶贫工程项目招投标服务方面
　　水利行业扶贫项目招投标服务方面，采取优先登记，优先受理，优先审核。对直接发包的扶贫项目，按照“三重一大”方式经班子会议集体讨论后优先选择在本县注册有相应资质的施工企业施工。
　　（三）严格规范扶贫工程项目招投标秩序方面
　　监督各建设单位以化整为零等方式规避招标、规范进场交易秩序、落实进场交易必须公告、公示制度，严厉配合相关部门打击投标人的围标串标及涉恶、涉黑行为。
　　（四）切实加强扶贫工程项目招投标监管方面
　　作为行业招投标监管部门，对招标过程实施全方面监管，严格审核招标公告发布，安排人员监督抽取评标专家，监督开标、评标全过程。一经发现围标串标等招投标严重失信行为，通过xx省公共信息平台依法公开公示，依法列入“黑名单”实行联合惩戒。
　　（五）全力压实扶贫项目招投标责任方面
　　根据招投标有关规定严格对我县水利工程扶贫项目进行招投标管理，进一步规范水利建设市场招标投标行为，推动招标投标活动健康有序发展，切实维护扶贫项目招投标过程中公开公平公正和诚实守信的市场环境，确保如期高质量完成脱贫攻坚任务。
　　二、存在问题
　　水利扶贫项目点多面广，管理难度大，部分存在项目经理未到施工现场挂证等情况。
　　三、意见和建议
　　凡本县水利工程招投标项目，要求业主单位对施工、监理单位的项目管理人员实行钉钉电子考勤打卡，强化各参建单位管理人员到岗履职，确保建设项目顺利进行。
