　　为认真贯彻落实《关于在****中集中整顿软弱涣散村党组织的通知》要求，全面掌握、准确评价**个村党组织的整顿效果，拟于近期对全县软弱涣散村党组织专项整治对象，以及年初确定的常规整顿对象进行评估验收。具体事宜通知如下：
　　一、时间安排
　　11月**日—11月**日，具体时间与乡镇党委沟通。
　　二、验收方式
　　评估验收主要采取基层党组织自评报告、个别访谈、查看资料、群众测评等方式进行。
　　三、验收内容
　　1．组织领导方面。查看村“两委”班子战斗力，落实“一村一策”集中整顿工作方案，召开专门会议研究部署整顿工作情况。
　　2．排查摸底方面。查看建立整顿工作台账，村干部落实和直接参与整顿工作情况，以及党员和群众知晓率等情况。
　　3．落实整顿责任方面。查看落实“四个一”措施，坚决调整撤换不胜任不尽职村党组织书记，并及时补齐配强，持续净化村干部队伍；化解矛盾纠纷、信访案件，促进村级组织和谐稳定；定期开展“三会一课”、主题党日、组织生活会、“九个一”和三项活动等情况。
　　4. 发展壮大村级集体经济方面。村集体有可持续增收项目，集体经济收入较2018年度增长，并达到5万元以上。
　　5. 群众满意度测评方面。在村“两委”干部、普通党员、普通群众和贫困户代表中随机抽取10人，对整顿工作满意度进行测评，按满意、基本满意和不满意划票。
　　四、相关工作
　　1．各乡（镇）要认真对集中整顿情况进行全面自查，逐村评估，形成自查情况报告，于11月19日下午下班前报县委组织部。
