xx市人民政府：
　　冷轧硅钢产品，是电机产业最为重要的上游原材料。长期以来，我市电机行业基本靠外供解决，周期长，成本高，部分企业甚至用热轧硅钢或其它材料替代。我公司为响应国家产业政策，满足市场需求，在我市逐步淘汰耗能高、磁性差的热轧硅钢片，提升电机品质和电机企业盈利能力，促进地方经济健康发展，于2008年1月起决定投资3亿多元，分两期建设年产22万吨冷轧硅钢项目。该项目第一期预计产量12万t/a，第二期扩大为22万t/a，一期项目拟在2009年10月份投产，投产后年产值可达8亿元，利税3847万元，可提供劳动就业岗位180个。该项目目前已被列入福建省2009年工业内涵深化技改提升工程重点项目，具有良好的市场潜力和发展前景。但受国内宏观经济和政策影响，目前该项目在建设过程中存在以下一问题，恳请市政府予以解决：
　　一、用地问题。目前，项目一期场地系租用原厂旧厂址，我司已以租金形式投入先期安置xx厂下岗职工，且已完成初期项目投资1.5亿元，项目投产在即。但作为一家行业大型企业，租用厂址建设生产，势必为公司管理和长远发展带来诸多困难。为此，请求市政府尽快协调，尽早促成该地块合法转让我公司作为长久工业用地。
　　二、电价问题。冷轧硅钢是国家鼓励发展的产品，按现行政策可享受电价优惠政策。而且，我司在该项目建设中，采用了国内自主知识产权的先进轧机和连续退火设备，这些设备能源使用均为“以电代煤”，每年可减少3970吨二氧化硫排放。据测算，项目投产后月用电量约为250万度。目前，我公司仍执行“两部制”大工业电价，直接增加了项目用电成本。希望市政府考虑我司产业贡献能力，协调电力、物价部门，使我司可以享受冶炼和铸造行业电价优惠政策。
　　三、帮扶问题。为使项目建设顺利，迅速投入生产，希望政府安排市领导“一对一”挂钩我司，及时指导企业发展，帮助协调企业实际困难和存在问题。
