尊敬的各位领导、各位嘉宾，同志们：
　　大家上午好！
　　七月xx，阳光明媚，山峦叠翠。今天，我们在这里隆重举行xx县移民干部培训中心揭牌仪式，这是xx移民史上的一件大事、喜事。在此，我受xx书记委托，代表县委、县政府对xx县移民干部培训中心挂牌成立表示热烈的祝贺！向长期关心支持xx移民工作的州扶贫移民局、三峡公司及华东院各位领导、各位嘉宾表示衷心的感谢和热烈的欢迎！向开展移民工作的广大干部表示亲切的慰问！
　　做好xxx水电站库区移民工作，是当前及今后一段时期xx非常重要的一项巨大民生工程。当前，移民工作已进入搬迁安置实施阶段，时间紧、任务重、矛盾多，部分从事移民工作的县、乡、村、组干部对移民政策学习研究不够，理解把握不准，宣传教育不实，极易引发群众矛盾纠纷，影响全县社会大局稳定。我们成立移民干部培训中心，就是要让广大移民干部学习国家、省移民工作法律法规、政策文件及业务知识，掌握移民工作的好经验和好做法，填补知识空白、消除经验盲区、解决思想困惑，提高移民政策理论水平和开展移民安置工作的实践能力，打造一支政治坚定、业务精湛、作风过硬、人民满意的移民干部队伍。
　　县移民干部培训中心要分类分批开展专项培训，首先对有移民搬迁安置任务的乡、村、组和县级相关部门干部开展全覆盖培训，其次要组织移民村组中有威望、有号召力、能起带头作用的老党员和老村组干部进行专项培训，让广大移民干部深刻领会移民政策精神，准确把握政策界限，熟练掌握移民搬迁工作方法，真正做到学懂、弄通、做实，确保理解政策不偏差，执行政策不走样。再次，要面向移民群众开展移民安置政策宣传培训，尤其是要把移民安置政策和补偿补助标准向移民群众讲清楚、讲明白，教育引导移民群众自觉遵守移民政策法规，进一步深化移民群众“舍小家、顾大家、为国家”的奉献精神，营造理解支持水电移民工作的良好氛围，确保库区移民真正搬得出、稳得住。
　　同时，也恳请州扶贫移民局、三峡公司及华东院各位领导对我县移民干部培训中心给予大力支持，深入指导各项培训工作，真正让我县移民干部培训中心发挥最大作用。
